My neighbours from 83, constantly place unwanted items in front of my house. Few complaints made in the past as well. Seems they do not care , or Council didn't discuss this with them. My front house over night is being transformed in a work shop for scrap hunters, disturbing my daughter sleep and our comfort. Some weird smell could felt last night when someone dismantled the engine. I really think this is an hazard.
