Signs "Motorists do not overtake cyclists"

Sent to Oxfordshire County Council less than a minute later. Council ref: 2781333.

I am not sure what these notices mean. They are not a statement of fact, because motorists do overtake cyclists, whilst crossing the bridge on Tuesday I was overtaken by 5 cars, If they are are instruction then "DO NOT OVERTAKE CYCLISTS" might be more effective.

The sign on the Wolvercote village side is obscured by tree branches.

    Godstow road Wolvercote opposite 118 Godstow Road. Deep potholes approx 5 inches deep at least! Causing a " bang" as soon as motorists drive over it! Must annoy residents and be dangerous for cyclists! Please fix as a matter of urgency!
