Overgrown hedges and out of control weeds

The bushes next to my garden fence are again extremely over grown and invading my garden under the fence, these bushes are never looked after that often and always get overgrown leading to my garden being covered in weeds and the bushes growing under the fence into my garden, the weeds are out of control and need to be treated to get rid of them. I don’t own these bushes as it’s on the public highway and I don’t know if they need to be there as I wish they weren’t as they are never looked after and always left to overgrown. Please can something more substantial be done about this as it needs more than just a bit of trimming! And if they cannot be maintained regularly and stopped from invading my garden can they be removed completely?
