Water gushing from inspection cover

Sent to Torbay Borough Council less than a minute later. FixMyStreet ref: 2751845.

During a squally downpour a few days ago, water was spurting (about 4 inches) out of the holes around the edges of an inspection cover and running down the lane in a small torrent. It wasn’t doing any harm but there may be a blockage in this, what I would guess is a, water runoff drain. The photos of the drain were taken a few days later. The water coming out of the drain did not appear to be lifting the cover. Location is near the bottom (south) end of Sea Lane, sometimes called “Dragon’s Tail Lane”
