Disease infested fly-tipped excessive litter

I feel disappointed having moved into Brent Council newly to see the state of the area. At the beginning, the middle and towards the end of Methuen Close there are 3 areas of disease-infested fly-tipped excessive litter. The contents of the refuse dumped has attracted flies, foul smells to the area and the brook underneath. Some of the refuse has been dumped in the brook distorting the beautiful flow of the brook's current. The contents of these refuse seems to be food, household goods and human waste. These 3 areas of fly-tipping has been left there now for months. The refuse is blocking the footpath to pedestrians. Please how would subsequent litter be prevented from being dumped here. Is there a possibility of CCTV to catch litter culprits? How long will it take for the litter to be removed?
