Unnecessary temporary traffic lights

Sent to Leicestershire County Council less than a minute later. FixMyStreet ref: 2751019.

There are temporary traffic lights at this location due to road works, which are causing huge tailbacks. However the works are on the grass verge not the road, therefore why is there a need for these lights allowing only single file traffic?
