Driving across the pavement.

Sent to Hertfordshire County Council less than a minute later

No 113 Oaks Cross have just built a hard standing in the front garden in so they can park a car on it. The hard standing is opposite the parking bay. There is no dropped kerb and they are driving quite some distance on the pavement to access the hard standing. Why is that SBC can refuse permission to those who go through legitimate planning to obtain a drive on their property, whilst others just stick two fingers up to the council rules and do what the hell they like anyway?
