Flytipped bicycles at edge of river

Sent to Dumfries and Galloway Council less than a minute later
The photo shows the view looking over the bridge (west side) at the point marked, near the shore. At the moment the water level is low. You can plainly see around four or five bicycles (maybe stolen?) and a shopping trolley flytipped there.
If the Council says it's not their responsibility then please liaise with whoever IS responsible, as soon as possible. When the water is this low and slow it is easy to wade in and pull the stuff out; if this is delayed then the water will be too high again and it will mean waiting. Therefore please act on this ASAP. Often the Council spends over a month before even looking at an email (I've found this many times in the past), but please make an effort to act in a timely fashion.
Still no response from the Council.

2021-05-04 Still no action from the Council. They don't seem to have done anything or reported it to the appropriate authority.

Not even responded to yet. The Council have just ignored it, presumably thinking it is someone else's problem.
