Trafic light phasing

Sent to Kent County Council less than a minute later. FixMyStreet ref: 2696091.

The phasing on the lights seems to be really off. All directions seem to go on red when no pedestrians are waiting and the wait button hasn't been pressed. The lights going south on Cherry Garden avenue also seem to go red when the right filter from Tile Kiln Lane is also red and no pedestrians are waiting.
