Established hedge along public footpath being cut down

Sent to Norfolk County Council and North Norfolk District Council less than a minute later. FixMyStreet ref: 2688441.

Large sections of this old hedge on the public footpath alongside the allotments are being destroyed and I wonder whether this has been duly approved. It is especially damaging in bird nesting season. It looks very unsightly and there is no obvious reason for doing this, as I very much hope there are not going to be access points to the footpath. I have seen no planning notices posted.
