Giant green Rubbish bag

There a huge green coloured rubbish bag been left for almost a year now in front of the access gate and on road, it's unsightly and not sure what's even inside, I feel it may of been dumped there directly by the to neighbour house there or at worse by someone else, it's needs removing, that's on council adopted land, so council need to deal with this huge rubbish bag as I said it been there for nearly a whole year now, so surley that's not still in use by anyone, I have left a note pinned to it few months back asking whom ever is responsible for this please remove it, and no one has so far, so it's now up to council to do this as its been placed in their land.
