Confusing / Misleading signs

Sent to Hampshire County Council less than a minute later. FixMyStreet ref: 2685023.

The signs on the footpath are confusing, with one stating:

"Cycle access through routes to London Street" and another next to it saying "Except Cycles".

Which one is it?
