Nuisance red, white, black motorbike with loud exhaust doing wheelies

Does anyone know the number plate of this person with a red, white and black motorbike. Wears matte black helmut, black hoodie, grey nike joggers, black backpack and white trainers. Seems to be around 17-25 years old. Looks like a honda cbr 125cc with learner plate. Was doing wheelies earlier and being a total nuisance revving his bike and riding at fast speeds. Has a very loud exhaust, ILLEGAL exhaust. Legal limit is 82-86 decibels, his exhaust is atleast 120-130 db. You can hear this motorbike from half a mile away. Everyday i hear him at 4.30pm-5.30pm daily riding at high speeds. Can we get his numberplate so his exhaust is checked for legal sound limits, as 100% it is over the legal limit. This has been going on for over 2 months now!
