Sent to Leeds City Council less than a minute later. FixMyStreet ref: 2669623.

Not sure who to report this to. It's in the stream by the slab bridge on public footpath that starts at the end of Carr Lane, off Albion Street, in Carlton. Reducing water flowing under the bridge. Looks like some sort of animal feeder plus logs etc.

Some is contacting correct agency. Leeds city council sent broken link to website so no use.
