Parking obstructing the alley

There is a car that insists on using the entrance to the alleyway next to 67 genas as a parking space. Effectively if you are try to walk down the alley with a pushchair or buggy you have to either go around or walk though one of the gardens.
There should be a bollard preventing people using the alley as a parking spot.
It has been reported numerous times before, hopefully the council have now taken over the running of the street and will take some interest.
