Temporary traffic signals.

According to the H.C.C website for the Stubbington By-pass https://www.hants.gov.uk/ transport/ transportschemes/ stubbingtonbypass To help minimise traffic disruption, off peak lane closures, temporary traffic signals and 30mph speed limits are being utilised to control traffic. For several weeks now the temporary traffic lights on Peak Lane have been left in the road operating 24/7 in contravention to the statement in the traffic management - Peak Lane – off peak daytime temporary traffic signals. Events came to a head last Friday afternoon as the whole of Stubbington was gridlocked for some time from 3pm onwards Can you please explain why the contractors are able to ignore these requirements?
