Blocked Drainage Ditch

The ditch is blocked (circled red in the photo) which results in it overflowing across the adjacent driveway following heavy/sustained rainfall. The water that is overflowing is then causing water damage to the adjoining cottages. While we are not sure how long this has been an issue, the very wet winter has highlighted this as being a real problem. Someone did turn up to rod the drain a while back, but either this wasn't done sufficiently or there is an issue with the drain blocking too quickly. We would appreciate someone taking a look at the issue.
