Danger Non-residents dumping cars in footpath and ruining road surface

The weekends are becoming a nightmare. Wakers are dumping cars everywhere on the footpath or just in the middle of the street on a yellow line when the parking rules says 8am-6p mon-fri. People not following rules for B Palace and coming in groups. The Residents cannot walk on the footpath or struggle to see when driving out the street because cars are left on the bend.

The street is very narrow, what if we need a fire engine or an ambulance? Some days they couldn't get access so please don't wait until the accident.

More over, walkers that park in our street are using our own private driveways to reverse. Warming up cars for minutes before leaving or just leave their dogs on our private Iowans to do their needs or just smoking and leaving rubbish behind. (we cannot fence our garden because of the deed)

Traffic warden passing by during the week when nobody is around? Why are not coming the weekend to fine all these non-residents? Why there is no respect for residents that pay taxes for living there and respect all the rules?

The street surface also gets ruined as supporting 3 or 4 times the traffic over the weekend. Curbs are now broken because non-residents. It would cost little effort to make clearer signs or just double yellow lines.
