Dog fouling problem

Dear Sir/Madam,
College Street is used as a thoroughfare for dog walkers to get to the beach. There is a problem with dog fouling in both the street itself and the passageway to the rear of the properties on the even numbered side, behind the High Street shops and Pub's.
