Building material on PC land

The resident of 30 Mill Close had some building carried out. He took the debris from his back garden - bricks - what looks like a scaffolding pip and inserted some iron poles into the grass supporting an orange plastic web like sheeting . This has partially collapsed. The land belongs to Deddington PC who I understand has spoken to the householder and over the weeks has ignored request from DPC to remove this eyesore and put back the grass which has been spoilt due to builders rubble.
