It looks like the stream coming down the slope from north has silted up and overflowed, causing water to not reach the gulley under the road, but instead flood through the gate onto the pavement.
Not fixed. The drainage ditches remain silted up. When it rains heavily it will flood onto the pavement and road again. It could cause a serious hazard, as traffic often travels at 50 to 60mph on this straight stretch of road - expecting no hazard.
