Rocks placed on green in highway

Rocks / rubble placed on corners of highway verge (green) to prevent overrun (by larger vehicles - MOP who approached me, confirmed this was the intention). However, on this occasion, in the attempt to avoid onstreet parking that restricted with width of the available carriageway, I struck the underside of the vehicle I was driving on one corner of these new rocks.
