Stolen or fly tipped bicycle

A bicycle is seen dumped in the ditch. I am unsure if it has been stolen and dumped or fly tipped. I believe the same bike has been parked at the front of number 449 Walton Lane for several months. 449 Walton Lane is within 150m of the dumped bicycle. I would not think it has been in the ditch for more than 2 days as i regularly cycle past and I would have noticed it. I am assuming that I report it to the local police in case it has been stolen..
