Blocked gutter

The road has been resurfaced in the last week which is fine. However, the tar and stones have filled up the gutter in front of our property and in the next heavy rain the water will flow into our houseas there is no channel for it to run into the drains . We are both in our 70s and have tried to clear the gutter ourselves but have not had much success as there is much tar and the stones are fixed fast.
