Water coming out on pavement and road

Sent to Torbay Borough Council less than a minute later. FixMyStreet ref: 2555604.

I have reported the water coming out from pavement last October this is much worse now with water coming out of road as well, this froze a couple of weeks ago,making it very dangerous. The council have been to see it and told me it was an underground stream and they couldnt do anything about it, at what point will they do anything about it this is an accident waiting to happen, people are having to step out into a very busy road to avoid it I. I did report it to Mike Morey last year but still no action by anyone.
