Caravan parked with no plate / lights at night

No lights at night and no number plate on caravan, currently an obstruction to the road particularly for when coming out of winchelsea close.

    This caravan is making it very difficult to turn out of winchelsea close especially when a bus has to park on other side of the road to let people off at the bus stop. People leaving winchelsea close have to use the wrong side of the road as cars park past the bus stop causing people using the correct side of the road to have to stop to allow the people through. Double yellow lines would be a great idea up to the bus stop.
