Blocked Gulley caused cracking and loose kerb

Surface water gulley blocks all the time, ive unblocked it 3 times in the last 2 years but it needs sucking out, now the constant puddle has caused the tarmac to crack and the dropped kerb to become loose. Its become a trip hazard and flooding is creeping towards my garage door also when rain is heavy.
