Continued mud at roadside and blocking drain

I have reported this issue before (last year) and assured it would be fixed. There is a large accumulation of mud at corner of Mill Road and Station Road which is also blocking a drain - been there for at least 3 months. Today I am told a street sweeper came along here but has failed to clear the mud. This needs both a short term clear but also a longer term fix to cure the recurring issue.
