Traffic lights stopping flow for no reason.

Sent to Hampshire County Council less than a minute later. FixMyStreet ref: 2517173.

The traffic lights seem to have been 'frigged' to stop traffic on each cycle to allow non-existent pedestrians to cross. Is it the programming or have the buttons been deliberately jammed?
