Drains blocked and no drop curb

There is no drop curb and the drains on the roadside are blocked causing them to overflow and run down my drive flooding the driveway. The drop curb has been thrown in my hedge and someone in the field of repairing has filled the area with tarmac but its level to the ground, hence the flooding. My driveway has now corroded away and id like that rectified too.
