Sent to Halton Borough Council less than a minute later

The blue bin in the photo was filled by contractors working on a vacant house last year. It has been in this car park for months. Due to the fact it is not recyclable rubbish the bin men don't empty it. If the council do not empty it it will probably be there for years or until somebody sets fire to it.
