Most street lights failed at E end of Millennium Mile, MH

Sent to Leicestershire County Council less than a minute later. FixMyStreet ref: 2505338.
At the East end of the Millennium Mile, Market Harborough: There are 9 street lights between the point where the East end of the Millennium Mile meets St Mary's Road and the East end of Edwin Court. Of these, 7 are not working.

This update in response to the FixMyStreet robot.
FixMyStreet sends Street Lighting reports to Leicester County Council (LCC). This seems reasonable, since LCC is the highways authority for this area.
A person at LCC customer services responds, saying that LCC does not maintain these particular lights, and suggests I try Harborough District Council (HDC).
On the HDC website, the link for reporting street lighting issues goes straight back to the LCC website,
So I sent a message to HDC customer services. An HDC customer service person responded, saying that HDC maintains one of the failed lamps, but she didn't know who maintained the others.
I responded, saying I hoped she would be able to find out who is responsible for these lamps, since at the moment the lack of working street lights seems to be encouraging drug dealing and other antisocial activity.
That was around three weeks ago. I've not heard any more since then.

There's been some email back-and-forth with the council. But seemingly no progress in identifying the responsible party. Which seems strange, since building the Millennium Mile was one of HDC's flagship projects. So they really should have a record of who maintains the street lighting even if it's not them.

It seems that HDC has made no further progress in working out who is responsible for maintaining these lights. And the one lamp for which HDC accepts responsibility has also not been fixed.

HDC has determined that the footpath/boardwalk on which most of these streetlamps are installed is privately owned; thus they are not responsible for maintaining the streetlamps.
The one lamp for which HDC accepts responsibility has now been fixed.

I just noticed that the three streetlamps at the east end of the boardwalk are working again. So maybe there is hope for the other six as well!

No progress on the remaining non-working streetlamps on the footpath. But three out of four of the lamps in the car park were working this evening. So maybe there is still hope!
