Old traffic lights with inefficient timings

The traffic lights on the junction of the A27/Peak lane/Catisfield road are set up very inefficiently and cause traffic to wait unnecessarily long periods for non existent cars. This is more apparent during quieter periods when the lights will change for vehicles wishing to exit Catisfield road, despite there not actually being any cars waiting! If these lights have the facility, can they be set up to only change when sensors in the road are triggered? They seem to work off timers at the moment.
