Sent to Westminster City Council less than a minute later

A van was parked with engine idling alongside Montagu Square across from the house at #43. The driver was doing something online on his phone. I asked him politely to switch off the engine while parked. He said he was just leaving but remained there and did not drive off. I watched for several more minutes but the van did not drive off.
