Water streaming across alleyway

The alleyway that runs from Carnarvon Road & Smith Street. The Carnarvon Road end of alleyway had discoloured water flowing seemingly from Carnarvon Residents back garden. It could possibly be something to do with the drain cover? This has been like this for a few weeks.
