Household rubbish dumped in public street bin

I saw a tall slim built white man in his 20's-30's with dark hair, ripping up a cardboard box to fit it into the street bin on the public path there. After he left, I investigated and saw an electronic device in a box with bubble wrap in there too. The man walked back into one of the properties on Delapre Drive opposite (number available if more detail is needed). The bins have been overflowing with household rubbish a lot here recently, so it looks like they might be using it for household rubbish disposal instead of their own bin.
