Lots of surface water whenever it rains going all over road

Sent to Hampshire County Council and Winchester City Council less than a minute later. FixMyStreet ref: 2431781.

It appears that the storm drains are blocked on left hand side of the road coming from south wick road, whenever it rains there is a huge amount of surface water going across the road and then down the right hand side of the road. This is a hazard when wet but should it freeze it will be very dangerous
