Delivery driver’s driving on grass verge

Hi the grasss verge outside my house had once again turned into a muddy mess as numerous delivery drivers are driving on it ... I did purchase from the highway’s agency 3 white posts several years ago unfortunately these were vandalised by unknown vehicles and I now understand that they are no longer maintained by West Sussex please can someone advise what can be done I suggested me getting some large rocks and painting them white but was advised I couldn’t do this I also offered to have a tree planting but that too couldn’t be done on my side of the road please please contact me as I’m at the end of my tether with the delivery driver’s and when you speak to them they are very aggressive can the council put up a cctv on the lamppost and maybe fine the driver’s who are flouting the bye laws?
