Exotic bird esaped?

Sent to Stafford Borough Council and Staffordshire County Council 5 minutes later. FixMyStreet ref: 242529.

1330hrs at 60 Manor Rise, a very rare Golden Pheasant - only 101 breeding pairs in the UK - was sighted sittong boldly on garden shed roof at the above address. It was there for 4-5 minutes before flying away in a southerly direction. I've contacted rarebirdlalert.co.uk and the official staffordshire bird recorder. They feel the bird may have escaped from a private collector or something, since wild pairs are only found in Norfolk, north Wales and Dorset areas. I've been informed that the council run Queen's Park/Gardens in Stonefields area of Stone have birds of this sort on the park. Have they got a bird missing?
