Park bench (asset to the community) has been removed without notice

Sent to East Hertfordshire District Council and Hertfordshire County Council less than a minute later. FixMyStreet ref: 2416462.

The park bench that has been on this small green between Windhill Old Road and Windhill has been removed. This has seemingly been done by the Council's contractors who did such. Why has this happened? As it is in the Conservation Area why was there no Planning permission, notification or consultation for such? This is a much-used bench and asset to the community. Please advise when it will be replaced. Thank you.
