I don’t understand how a safety item like a street light is “subject to there being sufficient funds”. It’s no where near the end of the county financial year(March 31st) and there should be a budget to replace broken equipment all year. Cars destroy roadside traffic equipment throughout the year, its a normal county function to maintain that equipment.
