Faulty temporary traffic lights?

Sent to Warwickshire County Council less than a minute later

This morning at 06:15 am the temporary traffic lights took so long to change that I could only assume they were faulty. A line of traffic built up behind me and I was waiting for at least 5 minutes for them to change. Has there been a problem with them at all?
