Multiple vehicles destroying the grass verge and blocking one lane of the carriageway and the view for pedestrians, there have been numerous near misses because of this.

Since some new residents have moved in three months ago there have been numerous incidents as a result of them parking their three vehicles on what was a grass verge blocking off one complete side of the carriageway, the view for any cars coming in and out of the village is now mostly obscured, the same for anyone exiting their driveways and pedestrians are now in more danger because of this, most of the local residents are very old and struggle getting across the road in good time with a full view up the road let alone with little to no view of oncoming traffic. This situation has also led to the destruction of the grass verge which hedgehogs were seen frequently within and for the people who live opposite, I've noticed they can no longer exit their drive with the ease they could before, I've watched them have to reverse back just to get a clear exit without driving over the grass their side. I'm not sure on the rules regarding this but as I see it, there is a clear and present danger potential that did not exist before all because of inconsiderate parking.... Could you please advise if anything can be done to resolve this matter.
I can report damage to the verge, however, Warwickshire County Council does not have the authority to deal with vehicles parked inappropriately at this location. For assistance with a vehicle which is causing an obstruction you would need to contact the Police who have powers to take appropriate action. The Police have the authority as the Highway Code states“You MUST NOT leave your vehicle or trailer in a dangerous position or where it causes any unnecessary obstruction of the road. [Laws CSDPA sect 21 & RTRA sects 5 & 8]” In such a case they may issue a Fixed Penalty Notice or arrange removal/relocation of the vehicle.
