Inconsiderate parking

Our street is a cul-de-sac, and has around 20 properties. At most, only 3 cars can park in the cul de sac. One property has a total of 5 vehicles (2x long transit vans, 3x cars), and they think that it is acceptable to keep one vehicle parked outside their property 24/7, and then use the other two spaces to park their other vehicles. It gets increasingly frustrating- especially when there are two properties down the street have disabled users. When they need to use the car parked outside their property, they drive it out and reverse another vehicle in- this often happens at the end of the day when an occupant returns from work. Could something possibly be done to prevent this (not necessarily stop parking altogether, but to prevent multiple vehicles being parked there from a property)? This has been happening for a number of years now. We struggle to get in and out of our tenfoot, so we do need to park out the front to make it easier for us to enter and exit our property.
