Persistent pothole and spray, ice, poor drainage

We have lived here for many years and this pothole has been repaired many times and always eventually failed (last repair 2018). Vehicles going through it a) make a lot of noise, b) always splash water onto the pavement, passersby and into our driveway, and the kerb is also SO LOW at this point (ever since complete resurfacing) (with no gravity drainage in the gutter, that all road water drains INTO OUR DRIVEWAY when it rains. The persistent large shallow puddle on the pavement forms a sheet of ice in the winter and therefore a risk for pedestrians and cyclists whenever there is the slightest frost. A temporary patch will not last - this really needs a solution to let the water flow to a drain. That would eliminate i) the noise, ii) the continuous splashing, iii) the puddle, and iv) the sheet ice hazard for pedestrians and cyclists in winter. (the uploaded photo is taken TODAY - but is almost identical to the one of 2 years ago !).
