The junction has recently been resurfaced. Since then, water accumulates across over half of the junction as the natural drainage to the existing drain has been impeded due to the resurfacing work. As a consequence there are safety issues and implications. The safety issue is that cars entering the close are tending to steer wide to avoid the flood, which is causing a problem for cars exiting the close with near-misses already witnessed as a result. In addition, there is a safety implication if the standing water freezes in winter, especially at a junction where the result could be extremely serious for vehicles and pedestrians.
