Rubbish build up

I arranged for the council to collect our old sofas, they said leave them in an accessible place and ready for collection in May of this year,they didn't collect them after we struggled getting them out there, just to be ignored by the council after repeat requests to come and get them, no 👎joy, now the neighbours are dumping there rubbish an waste outside our bungalow, not to our delight, as people May think it's all our junk, but it's there's, so could somebody help us please fix this problem, thanks for your time, hope to hear from anyone with an answer or solution, thanks again, Corey-james
