Bushes blocking 50% footpath / cycle path

Bushes not cut back for over a year despite informing Easteligh Borough Council staff at their office who said they would look into it and pass to relevant department or to Hampshire County Council if their responsibility.
This path was widened a couple of years ago at considerable expense. Obviously for no reason other than to let it return to a narrow path under maintained.
