Sent to Birmingham City Council less than a minute later

The house next to the Baldwin Pub is having fires again at least 2-3 times during the week between 11 noon and 2pm - can this be stopped? Last time they were sent a letter from the council and this stopped but were a few months down the line and they have started up again. Today he was burning plastic which had a putrid smell.
