Traffic light filter signal and light intensity

Bawtry road / Cross street traffic lights. For some time the filter signal has been operating with no cars in the right hand filter lane, this is causing hugely extended time for the lights on the main lanes to go from red to green. Sometimes after the filter lane has turned red the main lanes are only green for approximately 5 to 7 seconds, this seems to be somewhat random. Secondly the lights seem to be stuck on daytime brightness as they are painfully bright at night and affecting peoples night vision.
